When a wax figure of The Scarf, an infamous strangler from 15 years ago, is replaced by figures of the Green Hornet & Kato, the figure seemingly comes to life and starts attacking people.

Using a manuscript about the Scarf, the Green Hornet & Kato attempt to snare the killer before he claims any more victims.
