Is there any film in development?

Nope, its one of those films where they set up a sequel but it under performance at the box office and never gets one. Same with I Am Number Four and many others. Shame.

It seemed like such a superficial movie in everything... in the barely mentioned characters, in the plot full of holes and in the barely framed locations. A movie so poor that it does not deserve a sequel: it is already too much if they make one.

The book the film was (from a quick scan, loosely) based on ran to a few sequels. One of them seems to have been an attempt to tie the book-verse and the film-verse together a bit. There was a short-lived YouTube adaptation of a different book in the series: https://www.themoviedb.org/tv/78670-impulse

But no direct movie sequel.
