When the New Jersey delegation led by Witherspoon (James Noble) shows up nobody knows them by sight or anything. They never seem to present any credentials. However, there is a moment when we see Witherspoon alone talking to Dr. Franklin. Perhaps at that very moment in another part of the room another NJ delegate is presenting proof to John Hancock that they are indeed NJ delegates.
