I just got to this episode. I remember others talking about it and assumed it was a big finale toward the end of the series and was shocked that it was towards the beginning of the series in season 3 opener 2parter too! To answer your question it seems like the Navy was hot on the trail of Ivan anyways as the Admiral and the Colonel were plotting to either arrest or assassinate Ivan, but they never clarified what the actual plan was. We saw that Ivan was a really bad guy who tortured Magnum and TC in Vietnam and killed their platoon buddy as well.

What shocked me was that they killed off the very likable character MAC in that car bombing meant for Magnum. I mean this was the first time in the show they just killed off a really good likable guy part of the permanent cast and pretty much Magnum's access back into the Navy for the Navy's intel/connections/help etc. But with all that being said the Navy probably was pissed and even let Magnum sweep Ivan's murder under the rug since Ivan murdered one of their own just a day before.

I also felt that it was bit anti-climatic that Ivan was so cocky and arrogant that he didn't even fight back or bother to fight back when captured or having a gun pointed at him. He was literally saying Magnum is too soft and too honorable to kill him since he has no weapons on him and walked away basically assuming Magnum was a coward. You would have thought there would be a big man hunt or even chase to capture Ivan and that he would show how superior he was in combat but none of that even happened, Magnum just shoots him in the back after asking Did you see the sunrise this morning? lol
