The episode S10E13 need to be removed. The 10th season has only 12 episodes: https://fr.wikipedia.org/wiki/Saison_10_de_PJ (The episodes lists of the 10th season and the 11th season were interverted.)
The episode titled "Religion" was originally planned to be aired on the 9 of January 2004 (as episode S07E11), but have been postponed due to the actuality at that moment. It have been aired only on the 19 of August 2005: https://fr.wikipedia.org/wiki/Saison_7_de_PJ#%C3%89pisode_11_:_Religion

Ideally, yes. The website unfortunately stopped splitting the episodes by season and it does appear to be available on France TVOD. Does the series have 13 or 15 seasons? I couldn't not find an official number.

All the informations I have been able to find are the ones listed above. The only place were I have seen 15 seasons is on IMDB : https://www.imdb.com/title/tt0166927/episodes On AlloCine, they even split this series in 22 seasons : http://www.allocine.fr/series/ficheserie_gen_cserie=486.html

If Wikipedia season 12 is split in 2 parts as per http://web.archive.org/web/20090318154618/http://pj.france2.fr/pj_episodes.php3 , we can suppose that it is also the case for Wikipedia season 13. But I didn't find any "official" informations above season 13. (I have learn from you that a TV program is not an official information).
