He seems to be dangerously obsessed with being first officer of the Enterprise and being with Picard and terrified of moving away from his comfort zone and has turned down several captaincies because he just loves being on the Enterprise, we later learn his choosing to stay is having a damaging effect on up and coming candidates in Starfleet like in The Best Of Both Worlds who want to advance in their careers are held up by a man who will not move no matter how many ships he's offered, seems his only logic for staying because his friends are there, he's fond of the ship, he's fond of the captain and is just hanging around, some reason he's happy there and doesn't want to move. Think with all his constant passing up captaincies should have resulted in Starfleet comforting him and saying accept captaincy or sent you to cadet training school to train cadets or something.

But since GEN's sister also made her some MASKS that contain HEPA FILTERS, guess that also means the one's she wears do work??? Her BIL also had the virus and his wife didn't catch it, which would also seem to indicate that's the case???

Getting infected or ill from a virus depends on a lot more variables than just wearing a mask.For example in the Netherlands we noticed the possible relationship between blood type and the severity of the illness.And that's just one of the many variables that can decide whether one becomes ill or not or the severity of the illness.And HEPA filters will work for some time but even they get to a point where the HEPA filter gets saturated.Also HEPA filters are not something you can buy in an average store it's a highly specialised product that has to conform to the strictest of requirement(we are talking about NASA grade type of standards here)that these filters are quite expensive to acquire.To give you an idea the most basic HEPA filter for an average laminar airflow cabinet will set you back a couple of €10,000 per filter(and this is often at discount prices when you have maintenance contract for the cabinet (which is usually handy to have)).

His stagnancy and lack of ambition is causing personal problems, which should've resulted in Starfleet telling him they'll take away his commission if he does not accept captaincy.

It doesn't seem like a good idea to push someone into being a Captain if they really don't want to be. It would be better to just "cashier" him if he doesn't move up on his own. But as with the "engineering test" to be a bridge officer, it wouldn't take long for the "secret" to get out. And then you'd have people who really shouldn't be Captains, getting in there anyway just because they don't want to get booted out.

He's been offered several captaincies he just won't accept, Starfleet later feared his constant turning down captaincies was having a negative effect on younger up and coming officers, the position of first officer on the federation flagship is coveted by young up and coming officers.

Yes, I'm aware of that. But still, there can only be one First Officer of the Enterprise at a time. I'm not sure what they would gain by trying to get everyone else all hepped up about possibly being First Officer of the Enterprise, and then when ONE of them makes it, all the others feel lessened.

I can even see an argument where the First Officer of the Enterprise SHOULD BE someone with more experience, etc., than a typical First Officer. As with Picard, who was Captain of the Stargazer for YEARS, previously. The Enterprise was not his first command, either.

Yes but the problem is he was at the end of his tenure as a commander, he looks like an old man still in college, he just won't budge no matter how many ships Starfleet offer him.

At some point after turning down commands can't he just budge.

Arguably the First Officer of the Enterprise, or any other ship of that size and capability, is actually a higher position than Captain of many smaller ships. They have more responsibility, for a larger crew, on more important/more dangerous missions... The Enterprise wasn't Picard's first command, nor was it Riker's first position as First Officer. If anything, Riker should have only been moved up to Captain of another Galaxy-class ship, or better.
