After this was resolved someone edited episode 19 to be the special again with an incorrect airdate and a new Ep 20 was created.
The original aired order should only have 19 episodes and a special which is Curse of Death: The Headless Rider, aired on August 24 2001.

I reversed the changes, sent a quick PM to the user and locked the first season.
The original website is pretty bare, but it is indeed listed as a special here. It looks like the episode was probably released with the seventh VHS/DVD volume , but I couldn't confirm the exact release. A couple of websites allege volumes 5 to 7 were all released on 2001年8月1日発売 .
