Both drama series are titled just ドラゴン桜 in Japan, but the 2021 series is based on the comic titled ドラゴン桜2 which is considered a separate work to the original comic, going on the information at https://www.tbs.co.jp/dragonzakura/about/
The 2021 drama series I think should be considered separate from the one based on the original comic, too. The site at https://www.tbs.co.jp/dragonzakura is just about the 2021 series.
Though the official English title of the 2021 series calls it "S2", going on the Japanese information only it appears to be considered a sequel, not a second season.

This discussion was marked as closed, but the 2021 reboot still appears as a second season of the 2005 series at https://www.themoviedb.org/tv/31816-dragon-zakura/seasons and is causing confusion with JustWatch's links.
Further confirmation that the 2021 reboot is considered a new series in Japan is that on Amazon Prime Video its sole season is called “Season 1”.
