I don't think so, bud. Risa had a human population and an established civilization, whereas the Shore Leave planet is populated only by androids, watched over by a Caretaker. The Shore Leave planet is identified only as being in the Omicron Delta region, which, while vague, doesn't seem to jibe with what we are told of Risa.
But it's an interesting question, and it's hard to be positive.
"The Shore Leave Planet, also known as the Amusement Park Planet, was an uninhabited planet in the Omicron Delta region. Set up as an amusement park of sorts by an unknown race, as of the late 2260s, it had operated for aeons and served the crews of many ships."
It was discovered in 2267 by the USS Enterprise and there's only one representative of this race living on the planet, the Caretaker.
The planet was visited in two episodes: STOS S1E15 "Shore Leave (1966)" and TAS S1E09 "Once Upon a Planet (1973)".
"Designated as a "pleasure planet", Risa was an inhabited Federation planet orbiting the primary Risa. This planet was the homeworld of the humanoid Risians. It was orbited by at least two moons and located in a binary system about ninety light years from the Sol system. The planetary government was named the Risa Hedony."
Risa is very popular with tourists and appeared (visited or mentioned as early as 2152) in many episodes:
for example, TNG S3E18 "Captain's Holiday (1990)", TNG S4E24 "The Mind's Eye (1991)", DS9 S5E09 "Let He Who is without Sin... (1996)" and ENT S1E25 "Two Days and Two Nights (2002)".
"Welcome to Risa. All that is ours is yours."
3- Wrigley's Pleasure Planet (mentioned):

I believe Risa was mentioned in some TOS episode as well that they were underway to Risa but it got canceled because of some emergency en route.So obviously the planet of Shore Leave was not Risa plus Risa had been known since the time of Archer .

And with the weather control technology etc that didn't seem to exist at Kirk's time, the most likely explanation for it being mentioned in Enterprise was the same as mentioning Ferengi, Borg, etc: a BS attempt to try and attract some fan boy attention because of the "connection" with TNG etc. It was just BS again.
Well considering canon Enterprise NX-1 was one of the first Starfleet vessels to visit Risa so we can assume Kirk&Co knew about Risa just because they don't mention it doesn't mean that they knew.As for the ferengi and Borg they never identify themselves as such and the Vulcan database didn't know of either species so they were probably listed as unidentified species.And that information and certainly that of The Borg would have been kept in some secret records of Section 31 otherwise how can we explain that commander Shelley is an expert on "defence against The Borg"? since she never had actual contact with them and most of the experts on The Borg were on the Enterprise-D so Shelley probably got the report from Enterprise after Q Who? and made the connection with the "unknown species" reports from Archer's time and further researched everything from there on also how would Seven of 9's parents have known about them.?

No, they are not the same. There are at least three known vacation destinations:
1- Excerpt Shore Leave Planet:
