It restarted from S01E01 so it's considered a new show, not a new season.

It's a continuation of the same show which IMDB and TVDB both recognize. Splitting it into 2 versions is causing real issues with metadata as no one but TMDB sees it as two different series. At the very least there shouldn't be any harm in letting people adding new seasons to the original metadata and keep both versions if it's absolutely necessary.

The first that consider it as a separate series is Fox, the broadcaster. It has restarted the season number from 1.

That's true but the other metadata providers list it as season 8 (as well as the CTV network). It's not going to hurt anything to unlock the original Kitchen Nightmares to add new seasons. Both already exist, so have one with the 1 new season for Fox, and the other with 8 seasons like everyone else. No harm, no issues, problem solved and everyone is happy.

Is it possible to keep the 2023 series for the convenience of administrators and moderators, while also adding an alternate version of the 2007 series that appears as Season 8 for everyone else who relies on this listing?

No, this is not possible. We are only going as per the original broadcaster, aka Fox.
