So the ending is that a hint for another season of covenant?
I take it that she is the new leader of the S.C.U.M. movement. The cape, although coven worthy, was also worn by Bebe.
That is what I got from the ending. She and the woman who was the S.C.U.M. flounders lover have teamed up, recruited others, and rekindled the movement. Only now it has a real power behind it.
Overall...
The finale was the best episode of the season. Too bad it took an entire season of mostly wtf's to get to it.
Kai's ability to control and make "soldiers" out of people would have been far more believable if the show established he had a supernatural power. Maybe initially he was supposed to but since this was Ryan Murphy's answer to Trump being elected (wonder what we would have had for a season had Hillary won) the point became that a person with a higher than average intelligence, an emotional instability they delude themselves into believing is a calling, can emotionally manipulate others into following them. Murphy by making Kai human and equating him with Jim Jones, Koresch, and Manson equates Trump with those manipulators, too.
Murphy's message then is we are all potential sheep looking to be lead by a charismatic larger than life figure. Ally has now become that larger than life figure; and in her own way, will go on to perhaps fulfill Kai's vision of women overthrowing their male "keepers". Only no Kai and his male army to then take over. (Since all the reported about men abusing women and children have come out in our real world; the message resonates.)
Still... it was a dreadful season to get through. Full of nonsense.

Oh dear God, no. One season of Covenant was enough. Talk about diffused storytelling. And the best parts -- Lange, Farmiga, and Nicks -- won't be back. Hell, not sure if even Bates and Rabe are coming back.
