Why not split them up and jail or execute the trouble makers, I get that they want to integrate them, however there will always be somebody that fills the void that Negan left and ultimately they will either influence or bully people into following them. If Rick and crew don’t take care of the problem, they will continue to be a pain and someone will fill the void and try to restablish what Negan built.

After not finding the love of his life, Dwight returns with guns and ammo and takes control!! Kidding.

After Negan's defeat last season, when Rick offered the Saviors the option to join his people like nothing ever happened, it seemed very, very silly to me. I felt like the only thing missing was someone singing kumbaya....

Isn't that Ricks ideal now? To build the fantasy land Carl dictated in his letters? Rick seems to believe now that simply welcoming stone cold killers (whcih is what the saviors were\still are) with open arms into the fold they'll end their savage ways and be a happy happy shiny people. This is not proving to be true. The saviors, by and large, are useless in the new world who without Negan organizing them would have been walker meals long ago. Or dinner at Terminus!

But Rick is determined to make this all work. Negan is more realistic. He seems to have a grasp on the baser nature of humanity (which is what made him such a great manipulator) and knows Ricks goal is folly and eventually the day will come when his "house of good intentions" collapses.

Mm-hmm. And some people need to clutch tightly onto power, for power's sake. It's like their view of the universe just isn't right without it. Of course, I'm talking about Negan. If the show's gonna in part center on him, then I imagine they'll make him a leader of many people again.

Yes. But for now in his cell, his response to Rick was pragmatic. I do not think the show is gonna focus on him unless he escapes\let out. He won't be on the ballot to replace Rick! I'd say Maggie would be the natural leader but she's leaving the show, too! Daryl doesn't want the leadership role so that leaves us, of the main characters, Carol, the King, Father Gabriel, Eugene, and Jesus! Oh and Ann...
