Now that we can add episode runtimes on the episode level, do we always round up like we do for movie runtimes? (eg. an episode thats 24 mins and 1 sec is 25 mins?)

Yes.
If you have only 24 minutes available, you can't completely see an epîsode of 24 minutes and 1 second.
