Enabling the Kazakh interface

Hi Travis,
Is possible enabling the Kazakh interface?
BTW Kazakh (Kazakhstan) {language-country} code is 'kk-KZ' as in ISO 3166-1 alpha-2, instead 'kk-KK' as now. Last is mistake and 'KK' code is unassigned country code.

Hey @tulgha,
I have been busy working on a pretty big project (v4.5) that is finally nearing completion. The Kazakh interface will go live when v4.5 is released. I'd guess another ~2 weeks.
