Hello!

How do one use page parameter of movie changes API method? It seems like it has no effect as for now.

I'll post an example. I made the changes in the movie 2 days ago.
https://api.themoviedb.org/3/movie/16211/changes?api_key=[MY_KEY]&start_date=2019-03-08&page=1
And the Requisition response tells the changes I've made.
So if you want to know if there has been any change in the movie since a specific date, that is the tool.
If the movie has had a lot of changes in the time frame you set, we'll probably have several pages in the response.

No, apparently not. The Page parameter is deprecated.
https://api.themoviedb.org/3/movie/299537/changes?api_key=[MY_KEY]&start_date=2019-03-01&end_date=2019-03-13&page=1
I believe that only Travis Bell can elucidate the issue.
