I recently added Comedy and Family to the movie Hop (2011), and then I checked the Changes page, and saw that those genres were removed by a user on 6 November, 2015.
Is there an arbitration policy if someone were to come back and remove those genres again? Going by IMDB and Rotten Tomatoes, those genres seem to be appropriate.

Hi, the problem with a database where any user can make a contribution is that bad changes will at times be part of the experience. To prevent that we try to confirm and lock data, but with the amount of entries and data in the database it will always be a bit of an uphill battle.
Our policy for setting genres has not yet been put in writing, but unofficially it is a subjective decision by each moderator (when confirming). We try to look at what genres are listed on major movie sites (like you just did), but can also decide that some genre is a bad fit despite being listed everywhere. In cases with lots of listed genres, copying all genres from one site is generally not a good idea. As always, we are also open to suggestions from our users.
In this specific case I have now locked the genres. There were some other genres that maybe could have been added, but we'll stick with these for now. Thanks for your report!

I also think that a movie should have no more than two genres, three tops (not counting Animation/Documentary, as that's just the sort/type of movie, although Documentary usually doesn't have many other genres). Any more is just genres overkill/marketing purpose in my opinion, and not present the whole movie or something. Then I think they'd be better suited as a tag.

From what I've seen in the past, there has been no such limit, but it would be a potentially good addition that likely would focus users to be more specific. I like it. Maybe exclude family from that too since if you have animation and family, then there would only be one spot left. (I just checked the incredible Inside Out and drama was missing so I added it. That makes it four genres, still two less than IMDb.
