Aziz and his mistress Zinat are able to con an orphan, disabled and wealthy girl called Mona to seize her property. They think of a plan and pretend that Zinat is Aziz's sister and he succeeds in marrying Mona and gets a power of attorney to manage her property and then falls in love with her.

Structured around a dancer's routine, the film unfolds in four stages: hope, fear, anger, and longing for stability. It interweaves these emotions with those of locals of Matsu, the military, and first-time-visiting photographers from Taiwan island.

The setting for this tale is an inn where people come from all corners of China every 5 years to witness and participate in a prestigious horse race. However, the inn is also swarming with thieves and con-men looking to score.
