A group of college students researching Dorchester Stewart, better known as the infamous killer Crinoline Head, return to the scene of the horrific murders that happened in 1996.

In a small college town, a recent spate of grisly slayings dubbed the "sorority house murders" has led to rumors of a so-called "blood cult" at large, composed of a number of prominent local citizens. Finding the authorities ineffectual, Michael teams up with his elderly childhood neighbor Gracie Moore — whose husband has recently fallen prey to the cult — and together the pair hatch a plan to put an end to the gruesome goings-on.

In this sequel we meet up with police inspector Tudor Moldovan, once again, who wasn't actually killed and who has returned to put an end to Paraipan's actions once and for all. When Paraipan kidnaps Moldovan's kid, the police inspector makes up his mind to punish Paraipan and his bosses and to finish off the fascist movement, lead by Zavoianu and his allies. Together with the communist that fight to gain power, Moldovan takes out his enemies one by one.

Yotaro, who is filled with grief and anger surrenders his jitte and joins forces with his former gambling buddies Juzaburo and Onami to abduct Tamb’s Daughter O-Sono to extract revenge…

Masao is falsely accused and jailed for the murder of a loanshark to whom he owed a lot of money. His sister Kiriko makes the long trip to Tokyo, specifically to accost Otsuka, Japan's top criminal defence lawyer, and plead with him to take her brother's case. They live in Kitakyushu which, though a city, she contends that the local lawyers are not up to the job. Otsuka contemptuously brushes her off. A year passes. Masao has suicided in jail, his appeal having failed due to the lack of interest and competence of the local defence lawyer. Kiriko returns to Tokyo, planning revenge on Otsuka for refusing the case and causing her brother's death.
