I found this information: "Keegan-Michael Key, comedy partner of Jordan Peele, has an uncredited appearance as a photo of an NCAA prospect displayed on Rose's laptop." Is that enough for an uncredited credit? Maybe. I'll wait and see what other moderators think. Stay tuned.

I'm not sure. If they are identifiable, famous enough and have a role (NCAA prospect), it could be enough. But a mention in the future trivia section probably would make more sense.
edit: One argument against such credits is they could mess with the Know For section if Travis do not filter them out.

Yes, that makes sense. I'm trying to remember similar examples in the past and maybe an actor has to be present in the scene (not just as a picture) for it to warrant an uncredited credit.

A similar example would be Will Smith and Independence Day: Resurgence. His picture is in the film but he is not credited and doesn't have an uncredited credit.

A photo?! I don't think that should be listed in the cast section...... maybe in the future trivia or something. But a photo is an object, not the person him/herself.

I have deleted the credit and have now sent an e-mail to the user as well. Also, this user added the actor as one of the top credits in the movie which also would have been wrong no matter what.
