Overblik

I tretten dage i oktober 1962 er verden på randen af en atomkrig, da Sovjetunionen og USA prøver kræfter i et magtspil med høje indsatser og uoverskuelige konsekvenser. På begge sider er der høge i generalstaben, som tilsyneladende ønsker at se, hvordan ragnarok egentlig ser ud i praksis, og det er op til besindige folkevalgte at slå koldt vand i blodet på sig selv og høgene i begge lejre. Det er bare så svært at forhandle, når man ikke er på talefod.
