Ted steps out the car to pee, Cujo sees this and lies there and does nothing! But when Donna steps out, he attacks her!
He growls at his owner, the older kid, but does nothing to him, just walks away when he calls him.

Tad(not Ted)didn't step out of the car, Donna just opened the door a little bit so he was still inside when he peed on the ground. I agree it is strange that Cujo just sat there and did nothing. As to why Cujo didn't attack his owner, at that point Cujo hadn't killed any people yet, so I guess he wasn't that far gone yet.

Your probably right he wasn't feral enough yet. The disease takes awhile so it hasn't reached maximum strength yet
