At the meeting the good witch was revealed as the high Witch's personal assistant and took part in their evil schemes. Did she just decide to be good and help Luke because she didn't die?s

From what I remember, she eventually gets fed up with the Grand High Witch's treatment of her, says "I quit", and decides to use her powers for good instead of evil.
