La película cuenta las aventuras de Gregorio, un niño indígena que migra con su familia desde un pequeño pueblo en los Andes a Lima, la capital. Gregorio vive el choque cultural entre el mundo andino y el mundo caótico y violento de la ciudad.
Alonso, conductor de un programa radial dedicado a la música folklórica, y su amigo Pedro, maestro de secundaria, viven a inicios de los años ochenta con sus parejas, Teresa y Zoila, en una pequeña y apacible ciudad andina. La súbita irrupción de Sendero Luminoso con bombas, apagones y “ajusticiamientos” y la violenta réplica de las fuerzas del orden van cambiando la atmósfera provinciana. La vida diaria se altera y la felicidad de las parejas protagónicas se va desmoronando poco a poco. Ante la espiral de violencia, Alonso cambia de giro y se hace responsable del noticiero local “La última noticia”. En poco tiempo alcanza una gran audiencia, pero las constantes presiones y amenazas del grupo subversivo y las detenciones e interrogatorios de los militares lo conducen a una situación límite.
Juliana es una niña de 13 años que escapa de su casa debido a los maltratos recibidos de parte de su padrastro. Una vez en la calle se enfrenta a la dura lucha por sobrevivir. Entonces descubre la marginación que sufren las niñas cuando tratan de encontrar trabajo callejero, es por eso que decide cortarse el pelo y disfrazarse de varón. De este modo logra insertarse en una pandilla de muchachos que cantan en los microbuses de Lima, protegidos y al mismo tiempo explotados por un malhechor. El temperamento rebelde y la fuerza femenina de Juliana la llevan a liderar una revolución infantil.
